அகிலங்கள் யாவுக்கும் அருட்கொடையாய் வந்துதித்து அறியாமை இருளினை அடியோடு அகற்றிவிட்டு அறிவென்னும் சுடரினை அற்புதமாக ஏற்றிவிட்டு அறம் ஓங்கும் மதினாவில் அகமதராய் வீற்றிருக்கும் உயிருக்கு உயிரான உயிரினிலும் மேலான கண்மணி நாயகம் (ஸல்) அன்னவர்களின் மீது ஸலாமும் ஸலவாத்தும் கூறியவனாக பெர்மிமின் 20ஆம் ஈராண்டு பிரதிநிதிகள் மாநாட்டிற்கு உங்களை வரவேற்பதில் பெருமகிழ்ச்சி கொள்கிறேன்.
இந்த நிகழ்விற்கு வருகை தந்திருக்கும் அனைத்து சிறப்பு விருந்தினர்கள், பெர்மிம் பேரவையின் செயற்குழு உறுப்பினர்கள், இணைப்பு சங்கங்களின் தலைவர்கள் மற்றும் உறுப்பினர்கள், பத்திரிக்கை நண்பர்கள் மற்றும் இந்த நிகழ்வை சிறப்பாக நடந்தி தந்து கொண்டிருக்கும் பெர்மிமின் நேரடி உறுப்பினர்கள் அனைவரையும் மனம் நிறைந்த உவகையுடன் வரவேற்கின்றேன்.
1973 இல் பெர்மிம் துவங்கியபோது இணை இயக்கங்களின் எண்ணிக்கை 23. இன்று 2021 இல் இணை இயக்கங்களின் எண்ணிக்கை 58.
2009 ஆம் ஆண்டில் நடைபெற்ற பேராளர் மாநாட்டில் வருகை புரிந்த இயக்கங்களின் எண்ணிக்கை 39. 2014 ஆம் ஆண்டில் நடைபெற்ற பேராளர் மாநாட்டிற்கு வருகை புரிந்த இயக்கங்களின் எண்ணிக்கை 36. 2021 ஆம் ஆண்டில் நடைபெறும் பேராளர் மாநாட்டிற்க்கு வருகை புரிவதாக பதிவு செய்த இயக்கங்களின் எண்ணிக்கை 53.
This is a reflection of the strength and growing acceptance of PERMIM as the parent body of IM organisations in this country, and also acceptance of the fact that that PERMIM has over the years played its rightful role in articulating the rights and needs of the community to the relevant Authorities without fear or favor. Our articulation becomes bolder and forceful and is treated with admiration and recognition as the number of Affiliates increase. PERMIM derives its strength from its Affiliates.
Voted in as President by an overwhelming majority of Delegates in 2014 and with the help of a very dynamic and committed Executive Committee, we managed to achieve a few milestones which will remain etched in the history of PERMIM and its contribution to the community.
We managed to increase the number of Affiliates based on the policy of inclusiveness and reaching out.
We managed to foster closer working relationship with our Affiliates with the VPs playing the role of Regional/Zone Coordinators. Here I wish to place on record my heartiest appreciation to Dato Haja Najimudeen, VP PERMIM and the President of Liga Muslim Pulau Pinang for his excellent role in strengthening the bond between PERMIM and the Affiliates in Penang and the Northern Region. He contributed immensely in inviting those NGOs in Penang not affiliated to PERMIM to become Affiliates. He stood shoulder to shoulder with me in facing the numerous problems and issues thrown at us and guided us to make the right decision.
We made some significant amendmends to PERMIM constitution, namely
Streamlining the Election Process and its administration by an Independent Election Panel. Today, we are witnessing for the first time the election of Office Bearers under the new system. I leave it to you all to judge its efficacy and advantage compared to the old system
Limiting the term of President to a maximum of three terms /six years. This is designed to nurture a tradition of change in leadership to enable injection of fresh blood, fresh ideas, fresh strategies, and fresh approaches in tune with changing circumstances and needs. It is to institute rejuvenation ,reform and reset.
In accordance with these amendmends, I am not seeking reelection as I am ineligible to do so and also to give way for a crop of a young, dynamic and vibrant team led by Bro Shaik Fareed to lead with the consent of the Delegates. The team is matured, experienced and savvy to lead PERMIM for the next decade. My sincere best wishes.
AN event of major significance was the Majlis Makan Malam Perdana NGO NGO India Muslim SEMALAYSIA ANJURAN PRESMA, PERMIM,LIGA MUSLIM PULAU PINANG, JEMAAH BERSATU BERSAMA DENGAN KERJASAMA KEMENTERIAN PERDAGANGAN DALAM NEGERI,KOPERASI DAN KEPENGGUNAAN, YANG diadakan pada 18hb Julai 2017 dan dihadziri oleh YAB Dato Sri Mohd Najib Tun Abdul Razak, Perdana Menteri Malaysia semasa tersebut.
More than 20000 Indian Muslims from all over the country converged in MAEPS, Serdang. The event had the impact of showcasing to the Government the strength, solidarity and the role of the Indian Muslim community in the political and economic development of the ummah.
The task of organizing the event was actually given to PRESMA.
The Executive Committee of PRESMA with the overwhelming support of its members put in immense effort to organize and feed over 20000 people with a wide array of food. PRESMA members put up stalls, cooked on the spot and gave ample food all free of charge. That’s the magnamity of our community entrepreneurs when it comes to social cause. It was a day when restaurant bosses became servers, waiters and cleaners for a day.
They could have gone all alone, but sensing it as an opportunity to advance the cause of our community to the Prime Minister, they invited PERMIM, Liga Muslim and Jemaah Bersatu to be cohosts and gave PERMIM the honour of articulating our needs to the community.
It is with great respect that I wish to place on record my greatest appreciation to Hj Ayoob Khan bin Muhamed Yakup, Mantan President PRESMA, HJ Thoulath and Hj Rahmathullah who were instrumental in getting PERMIM onboard and the honour of delivering the keynote address. I have no words adequate for my garatitude for this gesture of theirs.
We presented RESOLUSI MASYARAKAT INDIA MUSLIM MALAYSIA SERDANG 18 JULAI 2017 i.e
Mewartakan serta mengeluarkan surat pekeliling untuk menyatakan bahwa India Muslim adalah Bumiputera.
Memperuntukkan sebidang tanah seluas 15 ekar di Kuala Lumpur, Cyberjaya atau Putrajaya serta membina sebuah Pusat Komuniti Mercu Tanda
Melantik seorang Pegawai Khas daripada kalangan India Muslim di Pejabat Perdana Menteri yang dipertugaskan untuk menjaga hal ehwal masyarakat India Muslim.
As a follow up of this Serdang Resolution, PERMIM was invited for a discussion by Majlis Profesor Negara. The government initiated various steps towards the implementation of our requests. But all of a sudden all communications ceased because of backstabbing by certain community leaders .If only our so called leaders not indulged in this act of betrayal we could have achieved some significant results opening up various oppurtunities.
Then when PRU 14 was to be held PERMIM and PRESMA was invited to present our needs, to the PM on 2nd May 2018. At this session the PM promised
To designate an officer in PMO to specifically handle IM affairs
Remove obstacles in admission into IPTA especially UITM and UIA
Provide RM 10 mil allocation for distribution to all IM NGOs over the next two years
To provide assistance in building a community hall .
All these promises came to a naught with the results of the 14th PRU ,the fall of the BN government and transfer of power to the PH government.
With the change of government, we made various attempts to engage and set an appointment to see the YAB Perdana Menteri Tun Dr. Mahathir Mohamed.
PRESMA managed to secure an appointment and they invited PERMIM to join in and present our memorandum. At that time PRESMA had a major problem on hand pertaining to hiring of foreign workers. I told Hj. Thoulath that it would be improper for PERMIM to attend and confuse the issues. But I asked him a favour to hand over a request for appointment personally to Tun, which he readily obliged.
We were invited by PMO for an appointment with Tun on 2nd April 2019.
It was a very highly successful discussion with a good exchange of views on the community and its future direction. It was the time of the year when SPM results were coming and our students would be applying for admission into matriculation. We presented a detailed statistical analysis of the number of students who with excellent results and how they fared in their applications and the high rate of rejection and their inability to access the UPU system. Tun was visibly shocked and he promised and in fact gave an audio recording promising to look into the matter and help.
Apart from that we also presented a memorandum for consideration consisting of the following issues:
Permohonan mengklasifikasikan masyarakat India Muslim sebagai Melayu didalam system Jabatan Pendaftaran Negara sebagai dasar rasmi kerajaan.
Diberi akses untuk kemasukkan ke Maktab Rendah Sains (MRSM) , Pusat Matrikulasi, serta Program Asasi di Pusat Pengajian Tinggi Awam melalui saluran Melayu serta membuka program Pembiyaan Bantuan Pelajar MARA.
Menerima komuniti kami sebagai penerima manfaat didalam polisi dan Ajenda Memperkasa Bumiputera.
Memperuntukkan dana tahunan sebanyak RM 10 juta kepada Projek Pembangunan Sosio Ekonomi yang di uruskan oleh PERMIM dan akan diagihkan kepada badan gabungan untuk membiyai program dan aktiviti mereka.
Institusikan perlantikkan seorang Senator melalui PERMIM untuk membawa suara dan masalah komuniti kepengetahuan Kerajaan.
Sejurus selepas perbincangan dengan YAB Tun ,PERMIM telah dijemput pada 30 Mei 2020 untuk bertemu dengan YB Dr. Maszlee Malik , Menteri Pendidikan semasa itu .
Beliau mendengar segala keluhan dan permasalahan yang dihadapi oleh para pelajar India Muslim lepasan SPM untuk melanjutkan pelajaran di Institusi Pengajian Tinggi Awam serta kekangan yang di kenakan didalam system permohonan oleh UPU . Beliau juga berjanji akan meneliti peruntukkan undang undang yang sedia ada untuk membolehkan para pelajar India Muslim untuk memasuki Pusat Matrikulasi , UiTM serta IPTA dibawah kuota bumiputera.
Susulan perbincangan dengan YB Menteri PERMIM di jemput untuk menghadziri satu mesyuarat Bersama Ketua Pengarah Pendidikan Tinggi Dato Ir. Siti Hamisah Tapsir, dan dihadziri oleh Naib Chancelor UITM, Pengarah UPU, dan Timbalan Pengarah Jabatan Pendaftaran Negara.
Didalam mesyuarat tersebut Ketua Pengarah menyatakan bahwa Kertas Kabinet untuk mencari jalan penyelesaian kekal untuk permasahan ini. Sebagai penyelesian jangka pendek pihak UPU berkata akan mengemaskini system permohonan pada tahun 2020 yang akan membolehkan para pelajar India Muslim ditawarkan kursus kursus yang sama saperti para pelajar bumiputera.
Pihak UITM juga menyatakan kesudian untuk menawarkan tempat kepada para pelajar India Muslim jika mendapat arahan daripada Kementerian Pendidikan.
INITIATIF SOCIO ECONOMIC DEVELOPMENT FUND
Konsep diterapkan ialah dengan mensasarkan para peniaga, para professional serta individu daripada kalangan India Muslimmuntuk menyumbang RM100 sebulan. Dengan andaian seramai 1000 penyumbang maka projek ini akan menjana RM 1.2 juta setahun.
Daripada jumlah kutipan dana ini , 20% akan disalurkan kepada golongan B40, 60% untuk tujuan Pendidikan serta keusahawan, 15% bantuan kecemasan dan 5% untuk perbelanjaan penggurusan.
Initiatif ini dilancarkan pada BDC ke19 dengan suntikan dana RM 100 ribu oleh dermawan unggul Tuan Hj. Kader, Metro. Kami merakamkan perhargaan yang setingginya atas generosity beliau.
Saya ingin mengambil kesempatan ini untuk merayu kepada semua pemimpin masyarakat untuk majukan projek ini kepada masyarakat untuk menyokong dan menyumbang demi kepentingan masyarakat.
This project is the brainchild of Bro Kaliruzzaman.
PENGGURUSAN DANA ZAKAT
Semenjak penubuhan penubuhan , PERMIM telah mengadakan Majlis Bantuan Raya setiap Ramadan dengan kutipan derma/sumbangan zakat dari masyarakat India Muslim diLembah Kelang. Secara purata barangan keperluan sebanyak RM 50 ribu diagihkan kepada lebih kurang 200 penerima.
Kami bependapat konsep ini has outlasted its usefulness as there were too many parties handing out hampers to the underpreviledged during Ramadan and it was unnecessary for PERMIM to repeat it.
So we changed the concept to identifying single parents with children to be cared, who had the skills to run micro businesses but lacked capital. We bought the necessary equipments and gave the necessary seed capital ranging from 3K to 5k to each recipient.
The projects we helped from providing commercial oven for bakery, stall to sell roti canai, motorcycle for bread delivery, mini grocery stalls, and various other micro businesses. All recipients were monitored and more than 50% have succeeded in generating sufficient income to feed their families. Some of them have transformed from zakat receivers to zakat givers.
MAJLIS PERDANA MAULIDUR RASUL
SINCE 2016, we have been organizing this event in Pusat Islam with about two thousand people from all over the country attending.

DIGITAL ECONOMY
Taking full cognizance of the development of digitalization as the future and the emergence of e commerce as an indispensable trade alternative PERMIM arranged for the nurturing of a group of entrepreneurs to be exposed to this new system. It is our intention that this crop of entrepreneurs will in turn help a new set of entrpreneurs and over the course of time a substantial force of ecommerce entrepreneurs would be created. In fact we are informed that the initial batch is now in advanced stage of ecommerce.
PERMIM also collaborated with Self Help for Youth to provide skills and modules to engage in start ups. We hope that in the not-too-distant future an unicorn would see the light of day.
PANDEMIC RELIEF
The covid impact had been very turbulent and disruptive. In early 2020 many families lost their jobs and source of income. Suddenly, many especially single parents with small children were finding it unable to put food on the table.
PERMIM was inundated with calls for assistance. We were unable to reach out to the public for funds as they too were impacted by the pandemic.
So PERMIM utilized all its available funds to help the needy. We transferred about RM 300 to each family direct to their accounts so they could utilize it in their best interest. We disbursed over RM 75k.
பெர்மிம் துவங்கியது முதல் அனைத்து தலைவர்களும் பெர்மிம் வளர்ச்சிக்கு, மேம்பாட்டிற்கு சமுதாய குரலாக மிக சிறப்பாக செயல்பட்டு இருக்கிறார்கள்.

அதாவது, டத்தோ ஜமருல் கான் அவர்கள் தலைவராக பதவியேற்ற போது என்னை பொதுச் செயலாளராக சேவை ஆற்ற சந்தர்ப்பம் கொடுத்து, முழு சுதந்திரத்துடன் இயங்க என் மேல் நம்பிக்கை வைத்து எனது ஆசானாக திகழ்ந்தார்கள்.
இரண்டாவது டத்தோ டாக்டர் செய்யது இப்ராஹிம் அவர்கள் தலைவராக பதவியேற்ற போது என்னை மீண்டும் பொதுச் செயலாளராக சேவை ஆற்ற சந்தர்ப்பம் கொடுத்து, நம்பிக்கையும் வைத்திருந்தார்கள். அவர்கள் தலைமைத்துவத்தின் கீழ் தான் விஸ்மா பெர்மிம் வாங்கப் பெற்று, பெர்மிம் க்கு ஒரு நிரந்தர நிதி ஆதாரம் ஏற்படுத்தப்பட்டது. இதன் மூலம் நிர்வாக செலவுகள் மட்டுமல்ல, இணை இயக்கங்களின் நிகழ்ச்சிகளுக்கு நிதி உதவி வழங்கிட கல்வி, மருத்துவம், சிறிய தொழில் முனைவர்களுக்கு உதவிட முடிந்தது.
அவர்களின் சேவையின் பால் சமுதாய தலைவர்களின் ஆதரவு உச்சத்தில் இருந்த நேரத்தில் தலைவர் பதவிக்கு நிற்காமல் என்னை அந்த பதவிக்கு முன் நிறுத்தினார்கள். அவர்களின் நம்பிக்கைக்கு என் இதய பூர்வமான நன்றியை சமர்ப்பிக்கின்றேன்.
தலைவராக இயக்கங்களின் ஆதரவுடன், சமுதாய தலைவர்களின் ஒத்துழைப்புடன், என்னுடன் தேர்ந்தெடுக்கப்பட்ட செயலவை உறுப்பினர்கள் அர்பணிப்பின் காரணமாக பெர்மிம் வளர்ச்சிக்கும், சமுதாய குரலாக பெர்மிம் உருமாற்றத்திற்கும் இயங்கி வெற்றி பெற்றுள்ளோம் என்று சொல்ல பெருமிதம் அடைகிறேன். அல்ஹம்துலில்லாஹ்
